Identify the point of disagreement
Ask each reviewer to state the specific fact, missing check or operational requirement behind their view. Distinguish a disagreement about source interpretation from a difference in business policy. That gives the responsible decision-maker something concrete to resolve.
Keep earlier reasoning intact
Use the available decision evidence to understand what information each reviewer saw. Record new observations and the reason for any revised decision. Do not rewrite a prior note to make the history appear unanimous or describe another reviewer’s uncertainty as a verified carrier problem.
Illustrative example
One reviewer treats a contact match as unresolved while another has confirmed a shared office. Compare how that confirmation was obtained and whether it addresses the actual question. A revised decision should cite the additional information rather than simply replacing a status.

Worked review example
Illustrative scenario. One broker wants to approve a carrier and another wants to keep it under review. Their notes refer to different source dates and different shipment assumptions. Voting on the label will not resolve the underlying difference in evidence.
A practical review sequence
Align
Confirm that both reviewers mean the same USDOT carrier and proposed movement. Compare the source versions each person used.
Separate
List agreed facts, disputed facts and differences in judgment. Assign a concrete check to factual gaps rather than debating the same incomplete information.
Decide
Record who owns the final decision under your team's process and the reason for it. Keep material unresolved concerns visible in the record.
What to put in the review record
A decision note should state the disagreement, the additional evidence obtained and why the final outcome followed. Record a dissenting factual concern accurately instead of rewriting it as agreement.
Before closing this review
Resolve the question at the appropriate level of responsibility. A shared label is not useful if it hides that the team was discussing different companies, dates or load requirements.
How can a reviewer distinguish a factual dispute from a judgment difference?
Ask each person to state the evidence and the conclusion separately. A factual dispute may concern the identifier, source date or value that was observed and can often be assigned a specific verification task. A judgment difference may remain even after those facts are agreed. Record that difference and route the decision through the team's established responsibility rather than repeatedly searching for a field that will decide it automatically.
What should the final note preserve?
The material concern, any additional check and the basis for the outcome. Avoid rewriting the history to suggest there was never a disagreement if that disagreement explains the review work performed.
